Likely, in the display settings, you have 'smart stay' turned on.
That turns on the front camera for a few seconds and tries to determine if you are looking at the screen. It will then keep the display turned on if you are.

The eye comes up when smart stay is checking whether you are looking at your phone or not.

Not that this feature works for beans - most of the time, I'll see the Smart Stay icon show up in the Notification bar, after which the screen turns off anyway. I contacted Samsung support and they wanted me to do a factory reset so I just gave up on that resource since it's never worked properly even after all of the other factory resets that I've done.
