Galaxy J5 can't factory reset?

I was recently given a Galaxy J5 to backup, wipe, and hand off to an in-law because someone doesn't want it anymore.

After going through the settings to cause a factory reset, I'm back at the screen to pick a language, but it keeps flashing "Unfortunately, Google Play services has stopped."

It sometimes disappears long enough to click through to the next screens, at least as far as entering a name for the phone. When clicking "next" on that screen... nothing happens anymore.

I did try deleting the cache AND then factory resetting from the recovery menu after the first time this failed. The results replicate even after that.

Out of ideas and need an assist... Help?
