Galaxy Lightray Developer Option Tab Gone!!

Have the Samsung Galaxy S3 SCH-R940 Lightray. Problem I am having is there is some lagging on the applications. I have been trying to get to the animation adjustment screen but when I goto settings there is no tab for Developer Options. Could this have been erased accidentally (by me) or some kind of other problem and if so what can I do to fix it?:-!
