green battery with lightening bolt when cable plugged into port but only charges to 20%.

Try restarting the tablet with charger still plugged in. It will usually reboot to its 'true' battery level.

The tab is over 3 years old, so it could also be a bad battery. (Especially if you normally let it drop to 20% before recharging it - 40% is the lowerst you should let it go.)
