Galaxy Note 4 - Lollipop - Verizon - wifi tether

I just want to verify if free wifi tethering is possible on the VZW Note 4 (non-rooted) with the latest lollipop release?
 
I found some posts which said it did work initially, but then later it stops working.

I'm on vzw/KitKat 4. 4. 4 and it works great via FoxFi. If you can downgrade to 4.4.4, that would be your best option for unrooted tethering.

Why do some (all?) American carriers not allow wifi tethering? I've never had a smartphone that hasn't allowed it out of the box. Even my Blackberry from 4 or 5 years ago had built in wifi tethering.

What am I missing here? Why isn't it allowed in the US?

Foxfi works perfectly.....and carriers want more money

Downgrade? Does anyone know if that's actually possible? I've been looking for a way to rollback to 4.4 KitKat since the Lollipop upgrade.

It is possible on Verizon but only if you haven't accepted the latest little firmware update

Foxfi/PDAnet works great for me for wireless tethering. The only issue I have us after I stop and close foxfi and I try to connect my phone to my home WiFi network, it connects but no data is transferred until I restart my phone. Any solutions?
