Galaxy S21 not charging via USB from PC/laptop while switched off

Hi all! Tried searching for an answer to this but couldn't see it. I currently own a Galaxy S8 and I normally charge it overnight via a USB cable from my laptop while it is off, as the USB still delivers power to the phone even when it is turned off. Using the same cable+laptop+port as before, this does not seem to work for the Galaxy S21 that I have recently been given - it starts the charging process but then stops after 3 seconds or so. Does anyone know why this might be the case? I have not changed any configurations within Windows/BIOS at all. The S8 still charges fine via the same cable. Is there a setting in the phone I need to change? Thanks in advance! :D

Check if you've got a notification on your phone to allow USB charging.

Honestly this is so niche and there are so many variables my suggestion would be to charge differently lol.

See if a prompt comes on the phone trust this computer , also try different USB ports on computer
