Galaxy S3 from ATT

My girlfriends sister just bought the galaxy s3 from ATT for full price. She is planning on using it in Mexico using Telcel. If you pay full price for the phone, is it already unlocked? Also, will the ATT version give her 4gLTE for Telcel in Mexico?

You need to buy an unlocked galaxy s3 for it to be unlocked. If you purchase the phone from AT&T I am assuming it comes locked with AT&T.

It will be locked to AT&T! You can have it unlocked from AT&T for free I guess since you have paid the full price! Otherwise there are many other ways to unlock it.
