Galaxy S3 - Wiped and cannot setup due to error message

I was unable to use the settings icon from the top screen dropdown and followed guides on one of the forums on this site. I wiped the cache, then wiped the whole phone. Once I ran the reboot it wont allow me to proceed through setup and gives me an "Unfortunately, Setup Wizard has stopped." error and wont allow me to proceed through the setup.

Can anyone help me with a next step?
