Galaxy S4 AT&T I337 Update Help?

I have been scratching my head thinking of a way to update my at&t s4 to 4.4 for the past 6 months.. so here's the thing. I have an unrooted unlocked AT&T samsung galaxy s4. It came with 4.2.2 . But for some reason, I am not receiving any updates. ANDROID 4.3, 4.4, 4.4.2,... are all released for my phone. But im not getting any of them. I live outside the USA btw, using another carrier than AT&T. i also tried updating my phone via kies, but all it says is that my phone has the latest firmware. I want to update it to the OFFICIAL firmware, not rooting btw. I want an easy way also coz im new to this stuff
