Galaxy S4 Network Setting Issues

I decided to check my network settings today and couldn't get into it. I clicked on the "Mobile network" button under the "More network" section and it wouldn't open. It gave me a black screen but left the notification bar. A couple seconds later the notification bar started to flash randomly. As of now I can't get in to check it. If anyone knows what is wrong and how to fix it, please let me know! Thanks in advance!
