Galaxy S4 or Note 3?

Well if you want a device that you can edit and draw on your screen, or a device with a bigger screen then go for the Note 3.
If you don't want a 5inch+ screen then go for the S4.
The S4 has great software and hardware and the Note 3 will have exactly the same features, and even if the Note 3 has some more new features the s4 will eventually get them.

For me it would just come down to do I want a device now or do I wait for a device with a bigger screen.

The big question is what phone do you have now? I have a Note 2 right now and I can't see myself going back to a half inch smaller screen. I like the pen, don't be without it either, I enjoy using it and taking notes with it. For me the Note 3 is the obvious choice. I am used to the size of the phone so another half in or so won't bug me. Something tells me that the Note 3 will also get the Octa processor and not the S600 since it's a smaller production volume phone and since they should have their supply difficulties for the Octa worked out by the time the Note 3 is due to be released.

The GS4 is a nice phone, and had I never traded my GS3 for the Note 2, I'd be standing in line to get the GS4 now.
 
I would love to get a GN3 if it was out today, 1080p display, offered at least 32GB of internal and microSD slot. The GN2 is a great device for reading, working though I just didn't use the S-Pen stuff much at all so I would stick with the GS5 if the screen was 5.5".
 
There will be trade off's on the GN3. Likely the same reduced internal storage, note sure we will see full 1080p display, likely a bump up from what we had at 720 but not sure. Other than making it bigger what can they do? My money is safely on the GS4.

Yeah definitely a 1080p Pholed display and Samsung will probably introduce new s-pen features other than that and smart features I can't see what else they can do. Maybe 16MP rear camera? Who knows but Samsung

Not even considering the s4 coming from the note 2, for me at this point the choice is between the note 3 or waiting for the note 4. Or if they are a disappointment then something like the LG Optimus pro.

I'm excited for the 1080p screen and hoping for a thinner case and improved battery life

I'm coming from an original Note and am very torn. I'm not sure that I want to go to the smaller screen of the S4, but I could probably adjust. And the number one thing I use my S-Pen for is hover preview (very useful on websites that have a mouse hover element). The biggest thing I would miss is S-Note. I love being able to double tap the screen and jot down quick notes and lists. My upgrade isn't until July, so I will be deciding based on rumors of the Note 3 at that point.
 
If you have big hands, or just want a bigger phone.
Get the Note 3. Probably more powerful, too.

It's a relatively long wait until the Note 3, about six months or so. The OP doesn't indicate what s/he's using now. The fact that the Note 3 is even being considered leads me to suggest doing what I did last month -- get the Note 2 right away instead of waiting until the end of this month for the S4. I won't get an upgrade until October of next year, by which time a Note 4 should be coming out, assuming Sammy keeps to its current S or Note every six months release cycle. As I'm sure a lot of Note 2 owners will agree, the device is certainly capable of holding its own well into next year, and for most people it's very difficult to go back to a smaller screen with no S Pen after experiencing the Note 2.
