Galaxy S4 problems with charging

I recently got a Galaxy S4 from my friend. I decided to replace the stock battery with an extended battery 5400mah. My phone will be plugged in and show its charging but the battery is still draining. I'm using the stock charger as well. It'll charge about 2-3% then start going down until I unplug then replug and it starts the process over.

Now I tried a factory reset to see if that would possibly fix anything and it did not help. I downloaded a battery monitor app and it shows my phone is charging around 400-1400mah with 4.0volts?

Is my charger not running enough power with this new battery? It'll charge to 100% when's it's off. Should I get a new charger such as this one?
