Galaxy S5 wireless will not stay off when turned off

There's a lousy open unsafe wifi at work, so I turn all wireless controls apps off, location as well, everything having to do with wireless, and I clear all caches. However, the wifi may pop on again. I've done a partition wipe and a complete phone reset. This is more than upsetting. Please help.

If you have the WiFi setting turned off the phone should not connect. Are you sure the phone is connecting to that network?
