Galaxy S6 software update downloading without Wi-Fi connection?

Galaxy S6 software update downloading without Wi-Fi connection

The phone is set to update apps only when a Wi-Fi connection is present but it is downloading without one and is burning through my data allotment.
How can I stop the download and correct the problem for the future? I have turned off mobile data to ensure I don't go over my limit.
