That's what all manufacturers will say as they want you to use the device from a full charge (and it's always good, you know, to see if your phone CAN charge fully the first time you use it), but for Lithium batteries, especially since they've already been cycled through QA before leaving the factory (if Sammy's still doing their 100% whatever-number-of-points inspection for batteries) charging to 100% is irrelevant other than to maximize charge. Not a conclusion drawn from their page, just how these batteries work. The Lithium ions like to be moving, which is why a true full charge (which would keep them tightly packed and not 'super excited') or a full empty charge (which basically has no moving ions left) is discouraged, but security circuitry, as long as your battery is a good original or OEM battery and not a crappy Chinese knock-off without said security circuit, you're fine. Battery Memory effect is also null for these, so the old 'don't charge to 50% and then use because you'll kill half the battery' habits is also irrelevant.
