Galaxy Tab A will no longer play video

Was using my tablet to watch content using Hulu app until the video froze with some visual distortions while the audio continued playing. I attempted to restart the video but it would not load. Ever since then no video app (Hulu, Netflix, Youtube) will work properly. Both Hulu and Netflix give errors when trying to start a stream, and downloaded videos from Netflix also fail to work.

The Youtube app will display a black screen and only play audio for any video, oddly using the chrome browser the Youtube mobile site will still work correctly.

Other devices work fine. No updates are available for the OS. The device is not rooted. I have tried resetting both the wifi connection and the router itself as well as trying other connections. I have tried clearing all caches, clearing all data, uninstalling and reinstalling the apps, and finally factory resetting the tablet. None of this has worked.

I am at a loss as to what to do next.

Yes, sorry I forgot to include that. It is running Android 8.1.0.

I uninstalled chrome's updates, but I am still having the same issue.
