galaxy tab will not let me access settings tab?

so i bought a used verizon galaxy tab today, but i dont want a plan...i want to use it for wifi only..when i go to the settings menu it will not open up..as a matter of fact anything I select will not open up so my question is if i do a factory reset will everything work normal afterwards? and will i be able to access anyhting i want without a problem? please help! thanks
