GCM app

[AC Question]

an app is a GCM client. can we make the same app send a message to the 3rd party server involved in the process.
Like the app from one of the mobile generates a msg and that msg reaches all other app user via Google messaging cloud?

I am not a programmer, but when I looked over the Google information on the developers site, it sounded like it can be done. I am not sure how though.
