Gear has Hijacked my phone

I tried searching for this, but didn't find anything.

Here recently every time I get a call, my phone rings and my watch rings but the phone doesn't pop up over the lockscreen on my phone. The only option to answer is my watch. I have dug through the settings but can't seem to find anything there either. Anybody know what I am missing? Samsung Note 8 and Samsung Gear S3 Frontier, both Verizon branded.

That's a phone setting nothing to do with the watch , my watch phone and car ring I can answer any.

I finally just got frustrated and factory reset both of them. I had to do the phone twice. The first time around really didn't do something right and I was seeing all sorts of issues. The second one was the charm. I even elected to go bare bones, no restores except contacts. All is well now. Sometimes its just worth the effort to clean house.
