Gear S3 Frontier still connect after it's turned off

Here's my problem; I have a Samsung Note 8 and a Gear S3 Frontier. I've been having an issue with my S3 showing it's still connected via Bluetooth AFTER I've turned it off. When I try to turn my S3 back on, I have to hold the power button until it goes into reboot mode.
This has happened roughly 5 times. I have wiped the S3 and started over, but the problem returns. I also noticed if I put it on the charger during this weird power off connection, it won't charge BUT the light will show green that it did.

Are you saying the watch won't power down, but goes into some sort of in between state?
