Getting "Download Complete" notice constantly after 4.3 OTA S3

I have a tmobile Galaxy S3, pretty much stock. Ever since I got the recent 4.3 OTA upgrade, I've been getting a notice

Download complete

constantly. Several times per hour, sometimes several times per minute. Sometimes I'll see it appear then flash away and come back while I'm staring at it, making it hard to pick things off the notification menu for all the jumping around.

I did once (months ago) download that from either the web or Google Drive (I suspect the later)... I can't open the file (it says "This Document Cannot be Opened" if I click on it) and the notice comes back. Even if I download another copy, I still get the notice, clearing Drive's cache didn't fix it, neither did uininstalling Drive altogether).


Any ideas? It's pretty annoying, if not really a Big Deal.

I am having this exact same issue ever since I downloaded the ota update to 4.3 yesterday. I have a Galaxy s3 with T-Mobile. Things I downloaded months ago keep popping up. I clear the list only to have them all show up again a little later.
 
Try going to Settings -> Apps -> 'All' tab, select the Downloads app (or Download Manager) and clear its data. Maybe clear "Media storage" as well and let the phone rebuilt your media files index.
