Getting kids voice recognized to make outgoing calls on Google Home

I purchased Google Home so that my kids could call us when we are not home. I have it set up with a google voice number attached to my account but it only allows me to make calls. The kids can use google home for everything else, but it says that their voices are not recognized for making calls. How do I get this to work? Is there a way to have multiple voices for one user or to just turn off that feature so that all voices are accepted?
