I've read about this problem that occurred on Pixels and Samsung's. The pixel issue was supposedly related to Oreo 8.0. I'm on 8.1 and I still have the problem.
My carrier is Sprint and I have a Pixel XL. Some times I get messages normally, most of the time they come very very late. I did a factory reset, when my phone came online I got a whole bunch of texts I missed. The problem seemed to go away for a couple of days but it came back. I obviously can't keep factory resetting my phone.
It's hard to troubleshoot because I don't know exactly when I'm having the problem until I get some texts that are obviously late. And the problem is seemingly occurring randomly.
Using Textra instead of google messenger doesn't help.
One other thing, If I go look at Google voice my SMS messages are there always, even I they didn't get delivered to my phone yet. However none of my MMS show up in Google voice.
