Gmail gets into "Active" standby bucket when I use "Contacts" permission apps

Good day!
I rarely use Gmail with a Google account on my Android 12, so the app's status in the "Standby Bucket" section is mostly "Rare" or "Frequent". But yesterday I noticed an interesting pattern: as soon as I open any app with access to contacts (for example, the basic Samsung incall app or a messenger like Telegram), Gmail immediately switches to the "Active" status and then back (after about five minutes). I note that my Google account has disabled synchronization with contacts, I refused to install it when I first logged into my account on this device.
I tried to disable/enable permission to access contacts for Gmail itself and for Google Play Services - the situation is the same, the mail is still "activated" when something with access to contacts is running on the phone.
So, is this behavior something taken for granted (now all settings are set to their original state), or does something need to be changed to prevent this from happening?
