Google assistant never works by voice

Doesn't matter if I hold the home button to speak, press the mic in the search bar, voice never works. Never worked on any previous Samsung device, which makes me think there's a setting being carried over from phone to phone. Any ideas?
 
If it were just this device we'd probably start troubleshooting, clearing caches, data, try this try that but since you've never had it working on this or previous devices I would have to agree with your diagnosis of carrying something over.

There are a few different ways to go about trying to find the issue. The most direct would be to factory reset the device and choose the option not to automatically install apps. This would give you the cleanest slate possible and ensure that it isn't something you installed causing your issue but it is also the least desirable option.

With this being Assistant and more specifically the voice activation/recognition function it gets more difficult because one of the troubleshooting tips that would answer if this is app related would be to try it while the phone is in Safe Mode. Safe Mode stops all background apps from opening or running and only items opened by the user can run, Safe Mode only allows a handful of apps to run and they may not run in their normal way. So I'm not 100% that Assistant would even work in SM but it could be worth a try. If it works in SM then you do indeed have an app that is causing you problems. If it didn't then it could be an issue with the device, the OS or a System app, but this all hinges on Assistant working in SM.

Another troubleshooting method which has a strong possibility of pointing us in the right direction would be removing permissions. Since it is the voice recognition/activation portion that isn't working you could start by removing microphone permission from all apps. If Assistant is being blocked because it cannot hear you, so to speak, this could be due to an app that is taking priority of your device's mic. Basically Assistant is being denied access to whatever your mic is picking up. By removing Microphone permission form all apps the offending app cannot hog the mic giving Assistant an opportunity to use the mic. To remove this permission go to, Settings>Apps>3 dots upper right corner Permission Manager>Microphone>remove all apps listed there. This wouldn't be a permeant change. As apps you use require mic access they would just ask for permission again when requested, like it was the first time the app ran, and then you could make the call to give access or not, this time or all of the time and so forth. The key here is, if you remove permission for all apps and it starts working then you would have to keep track as apps ask for permission and notice when it stops working and try to correlate that to what the last couple or few apps were that requested permission and try removing permission from them until you can narrow it down to one app.

Let me ask you this, are you able to do Voice to Text at all? If you open an entry field, in a text message, Messenger or even a browser search bar, are you able to make entries using the mic button on your keyboard? I'm curious if it is affecting more than just Assistant.

Yes, Voice to text works perfectly on Gboard. Assistant will recognize voice every once in a great while...

Like shortly after a restart? That would lend more evidence of the issue being an app. It hasn't started in the background yet... Anyway have you tried taking mic permissions away? What were the results?
 
Try clearing data and force stop Google app , if still issue Uninstall the update by long pressing the Google app>tap info>upper right corner tap and Uninstall update
