Google Drive downloads files with limited size.

I noticed that whenever I download a video file from my Drive to my phone or tablet, it downloads the video at a certain size every time (around 28 mb), even if the video is 60 mb, for example. It may compress the file, but I want it downloaded with its full size. It only downloads the file in its normal size when I am doing it on my laptop. Any idea how to fix this? Thank you.
