Google Editon rom on AT&T S4 question

I have an AT&T Galaxy S4 that I put the Google edition plain Jelly Bean on. I put on the 4.2 at the time. It has updated correctly to 4.3 from Google, however every time I restart the phone, it goes back to 4.2, and will prompt me to update to 4.3 again. Is there any way to make 4.3 "stick?"

I don't think AT&T s4 can be fully converted to GE S4 at this time. I'm surprised it even receives the update from OTA.

You cannot use the OTA to update...you need to flash a new/updated ROM based on 4.3
