Google Maps navigation not working with GPS only - "no network connection"

After updating to KitKat on my Razr M, I was getting a "No network connection" message whenever I tried to use Google Maps navigation when using "device only" (GPS only) mode. I saw a thread which said to uninstall and re-install maps, which then worked. But the next time I tried navigation I got the same "No network connection" message. If I turn on "High accuracy" mode, I do get to use navigation, but I'm not always sure I want to do that, especially with my limited data plan. Any ideas on how to get navigation to work with only GPS enabled? I actually can see GPS is on and I have a signal since the map itself and the little blue icon indicating my location moves as I drive, just not getting any navigation turn by turn directions.

Turn by turn directions require a data connection, as does searching for a location.
