Google now reminders are always silent

I have a nexus 5 lollipop 5.1.1 lmy48i. I just did a factory reset and have no 3 rd party apps installed.
My Google now notifications are working but they don't make audible alerts.

If I go to Google now settings, now cards. I can pick a alert sound. But the following hour, day it reverts to silent.
I don't even have Waite. If I back out to the main Google now screen. Pull down to refresh Google now. Then go back to options. It will have reverted back to silent.

Welcome back! I see that too on my Zenfone 2. Just sent feedback to Google in the Google Now app (swipe in from left and tap "Send Feedback"). I suggest you do the same.
