Google Play Services high battery usage even after factiry reset

Everyone, I'm at loss. I've got a Oneplus 8T, and experiencing on average a 10% loss from Google Play Services. I did all the steps prior to a factory reset like unsync apps, take away locations permissions, deleting cache, etc. None of it worked, so I bit the bullet and did a factory reset... And it's the same! Only got the most basic of apps like FB, Insta, WhatsApp etc and it's just as bad.

I feel like the battery drain is particularly bad when I'm on the move, but it's still bad even after I turned location off... Is this normal?

If Google play service is causing 10% drain clear its data and goce stop it in the app list
