Google Play Services Instant app

What's the scoop on this app? I just noticed that it was on my Z Force Droid and uninstalled it. Time will tell if it comes back. After reading a bit about it, it doesn't seem to be a good app to give any permissions to.

It allows you to run an app without downloading it. But unfortunately very few apps support this feature.

It is much easier for me to install the application, and then delete it if it is not needed.
