Google Play Store "Download Pending" / "Waiting for Download"

I've got the dreaded download problem with google play store occuring on 2 devices right now. One is a Motorola Droid Turbo, the other is a Samsung Galaxy Tab S5e. The turbo I didn't notice was having issues until a couple days ago when I saw ~48-50 pending updates that were stuck in download pending mode. Didn't think much of it as I have an Essential PH-1 that is my primary phone working fine. I picked up a Samsung Galaxy S5e to replace a Tab A (2016) that I cracked the glass on (Tab A was/is still working normally). So I have 2 working devices pulling updates / can download apps (PH-1 and Tab A), and 2 non-working (Droid Turbo, Tab S5e). All devices are on the same wifi network.

Here are the steps I've taken on them:
- Restart Devices
- Force Stop Play Store/Services/Download Manager
- Data / Cache Clear / Uninstall Updates / Force Stop on: Google Play Store, Google Play Services, Download Manager
- Signing out of all google accounts on both devices, powering them down, then turning back on one by one to try and get them running. (Droid Turbo was powered back on, signed in, it will not download the latest google play store app and is also not updating any apps, just showing "Downloading" from the original play store version of v6.8.24.F-all).
- Attempted to load both Google Play Store and Google Play Services on S5e manually by sideloading
- For the S5e as it was NIB, I went ahead and performed 2 factory resets. The first factory reset didn't do anything, the second factory reset initially appeared to work as google services downloaded / updated themselves, but then after downloading apps from old tablet, those apps were no longer updating and stuck back in Download Pending, have since tried another round of cache / data clearing that has not worked on them.
- Attempted to run both devices against a hotspot to see if DNS/Network issues were to blame, still stuck in same situation

To finalize:
S5e - Run a cache/data clear on Play Store, Play Services, Download Manager; Signed out of all accounts; Uninstalled Play Store app; Side-load google play store and google play serices; Factory Reset Device x2; tried hotspot

Droid Turbo - Run a cache/data clear on Play Store, Play Services, Download Manager; Uninstalled Play Store App; Side-load google play store and google play serices; Signed out of all accounts; tried hotspot

Essential PH-1 - Working normally

Galaxy Tab A (2016) - Working normally

At wit's end hoping there might be something extra to try, 200+ google chrome tabs searching for results has pulled up nothing so far :(
 
Found the issue - PFsense PFBlockerNG was blocking the *.gvt1.com domain which google uses for update services, looks like a filter list kicked it in. Whitelisting that domain and subdomains resolved the issue and all devices are now updating properly. Not sure why 2 were working and 2 weren't working but I suspect some devices may/may not be downloading from the gv1.com domain. I can finally sleep at night
