Google Play Store Location Avaliability

Okay, on my current z10 BlackBerry World is custom tailored to the country that I am currently present in, ie in Canada I have the Canadian BB World and in the us, i have the US offerings.

On my iPad however, it is tied to my account, so with a US account I cant download Canadian specific apps i use, such as the Raptors team app.


My question is, for when I switch to android, is the Google Play Store based off of location(Like BB World) or off of the account(Like Apple)?

From what I've seen here, it's based off the account, but sometimes (or some places?) it bases off the location. I think Google is still a bit schizoid.

There's also an app (sorry, I never saved a link) that allows you to make the phone claim to be from any country you want, so you can be in the US, make the phone to claim to be from Russia, and get the Russian Play Store (or whatever countries there's a specific Play :Store for).
