Google playstore will downloads apps over wifi but rarely ever using data

Are you talking about auto updates? If set to mobile networks being allowed it won't do it until the phone is charging. Once charging it will then auto download updates over mobile.

Not quite true. My S8+ downloads over LTE and WiFi without being plugged in. What it won't download are OS updates and that is only if your phone is under a certain battery charge percentage.

Depends on the variant. I know the Verizon one would not download until plugged in. Once plugged in it would then download over LTE or WiFi (depending on setting for data use).

I have a new Galaxy 8 phone and I Have been trying to download apps from the Play Store And it always tells me It's downloading but it Rarely downloads . On a good day it may download an app or two..I have Tried uninstalling Google play stores updates. Ive signed out of my account and signed back in. Ive checked my data usage settings.I've made sure that my data was not limited. Cleared the cache from google playstore. Ive got enough storage space. My phone is new so I don't have pics and videos etc ..This is getting frustrating..please help me.

Open up your Play Store app. Click on what looks like a pancake stack in the upper left.

Go to Settings->Auto-update apps-> Make sure, "Auto-update apps at anytime. Data charges may apply" is selected.

You phone will auto update regardless of whether you are roaming, on LTE, or WiFi. It will auto update even when not plugged in. Or at least it SHOULD.

I have the Verizon version and it does auto download when not plugged in

Ah mine never did for the multiple months I owned it. Every time like clock work when I would plug in at work then it would start ¯\_(ツ)_/¯.

I did the factory reset.. still the same thing when I try to download off playstore

I had the same issue. I did the factory reset but I did not hook up to the wifi until after all was said and done. The issue no longer exists! If you have not replaced your phone, give this a try
