I have the same problem. I have voice activation turned off on my phones as I have Google home hubs or minis everywhere.I've actually grown used to just tapping the Assistant button in the bottom right corner for launching Assistant. In my house with many Google smart speakers sometimes I want my phone to get the voice command instead of a speaker and tapping that Assistant icon in the Google bar works well for that.
