Google Services excessive CPU consumption & battery drain S8 Android 7.0

Hi there, since about mid November I am struggling with Google Services (11.7.46, 11.9.51) consuming up to 30% of my battery, eating 3hours of CPU every day. The issue can be sometimes mitigated for several hours by restart. I switched off synchronization and location services, switched off google now, stopped synchro for Samsung account. but it does not help. The only thing that helps is a downgrade ('uninstall updates') to version 11.5 but then my Google Inbox application does not work (notably, one of only few apps that cannot cope !). I guess this must be some 3rd party app - is there any way whatsoever how to identify which app is causing this?
 
I am going through the same thing on my Pixel 2. And I bet you are connecting to a wireless network with a mesh topology. That seems to be theme so far. I've also noticed it's on 835 chipsets.
They didn't do their homework while they building their intrusive/persistent wireless scanning, localization and data gathering.
 
Thanks, but this is happening with or without WiFi. Today 45min CPU consumed by Google Services in 1 hour since I switched the phone on. With location, synchronization AND mobile data & WiFi switched off !
