I got it working!!!!
After many months of searching through multiple forums and stuff, I finally found what I needed to get it going....and it had nothing to do with the update!
In late January I called AT&T to complain about my local signal strength. They did something on the backend resetting all the parameters trying to get my phone to function better. It turns out, during the reset they disabled my CCF(Conditional Call Forwarding). Yesterday, I called AT&T tech and had them put that back on my phone. Now Google Voice picks up my calls for Voicemail and does all the transcribing again!
