Google's return for money program issue resolved?

My first to calls to Google about the refund went nowhere. The third said I'd had received a $125. credit in the Google store. On the fourth call a Google rep said there was no record of the $125.00 credit. On the fifth call, today, I found out a credit of $200. was posted in late January. I'm wondering if there are enough cases to start a class action suit. Google continues to accept the third party story that phones were not reset. It's hard to imagine an excuse this lame, believable or repeatable by Google reps. I could easily believe that a Komodo dragon stole my phone.
