There is a bug in the UCLEM firmware for the ATT Galaxy S3 that causes sync to fail (no error - just never syncs) for users of Google Apps using activesync. It seems the Touchwiz email app assumes the username cannot contain the custom domain in config that Google apps requires.
This bug existed in the first release of the International S3 Touchwiz email client but was corrected in a later release.
If this bug is impacting you, please call Samsung USA Mobile Support at 1-888-987-4357, give them your IMEI so they can escalate the issue to management.
