GPS and location not finding the Droid 2 in Latitude

My wife has a Droid 2 (not global) and has had it since around launch. I had read somewhere, someone suggesting to use Google Latitude as a "find my lost phone" service. We were using that and it was great at pinpointing her location especially when she leaves her phone someplace.

Now a few weeks back she decided to try the Verizon iPhone (don't judge) so I did a factory reset on her Droid 2 assuming that we were going to sell it. Before the trial period expired she decided to go back to the Droid 2. We re-entered her Gmail account and set the phone up the way it was but for some reason unless either WiFi is on or she actually launches Latitude, the phone will not find her location better than a 5 mile radius.

I made sure that all the location setting were turned on, GPS is turned on and I also made sure that background locating was turned on in Latitude. Does anyone have an suggestions? Could we have a defective GPS unit? Any help would be greatly appreciated.
 
Make sure in your latitude settings it is always available. I believe its under the location settings.
