GPS shuts down while hot spotting

I was hot spotting with my N9 while traveling yesterday. I was also using Google Maps to navigate (I was not driving). If I powered the screen off when I didn't need to see the nav screen, I would get an audible message within a few minutes that the GPS had shut down. I open the phone back up, hit the Start button again on the map screen, and it would work fine again until I powered off the screen. I never had to restart Location or the app. If I left the screen on, it would work as expected.

This is the 2nd time this has happened, and I don't think it's only an N9 thing. Last time it happened, I still had my N8. But figured I'd start here. Both were/are Verizon phones on plans that allow hots potting. Stock phones, stock interfaces.

I was thinking I am putting something to sleep I shouldn't be, but if I'm not hot spotting, I do not have this issue with maps. So that does not seem likely to the issue.
 
My power mode is set to High Performance. But your suggestion did get me to looking at other battery settings, and I found Maps is one of the apps that was listed in the "battery optimization" section as optimized. So I removed it from there. But that wouldn't explain why it only happens while hot spotting.

When you took it out of optimization did it work ?
