Sadly this is just an issue with ICS as a whole the Galaxy Nexus has the same problem. Mostly Google Contacts for whatever reason still doesn't except larger photo uploads so its always compressed, its a known issue.
You have a few options; If your in your contacts you can manually go through and update the ones you need, time consuming but it will stay the same on your phone and you don't have to worry about it later on until you move to another phone.

2nd option - the app Haxsync (if you use Facebook) will sync the high quality images profile pics that people use, and those will auto link to your contacts found within your phone or Google Contacts. Only cavet about this one is you have to go in and explicitly make sure you contacts and the fuzzy matching work correctly. It takes a few tries but once done it works fine. Also it will sync your Facebook Events if you want them too automatically to your calendar. Have to make sure it doesn't result in add effects since the HTC Calendar is actually more powerful than the stock Calendar app from the Galaxy Nexus.

Also since your using the EVO LTE, you can use the Facebook for Sense integrated app and it work similarly, but it doesn't quite grab the highest quality image like Haxsync. As a warning Haxsync does cost like 2 bucks, but its definitely worth it for the syncing it can do for Facebook and contact pictures.

I don't use Facebook.

The contact pics on my original EVO 4G were sharp and clear... there must be a way to get uncompressed contact pics....
