green line and voice

I cannot get rid of green line around everything and cant get rid of voice talking to me .

That sounds familiar. In settings / accessibility, do you have Talkback turned on?

Hi Larry, welcome to the forums! I think Doogald is right, it sounds like you have some options enabled in your accessibility settings. If TalkBack is activated and you can't navigate through the settings try scrolling with two fingers and using double tap until you switch it off. Tell us how it goes.
