GTalk: contact shows video available on GNex, not on N7

One of my contacts, who has a GNex, shows as a video-available contact on my GNex but not on my N7. All other contacts are identical between devices. Why and how can it be fixed?

The contact has a GNex and also signs into Gmail on a laptop without built in video. Apparently GTalk on my N7 picks up the latter, my GNex the former. Simply calling the one displaying the video icon usually DOESN'T work.

I dislike MS intensely but I may have to go back to Skype if this doesn't improve soon.

Any help?
