GV didn't work, can't revert back to hangouts dialer "we are sorry, but phone calling is temporarily

My handset is a Samsung S3 (SCH-R530U) running android version 4.3. I have used the phone for several years as a wifi only phone handset device using hangouts+hangouts dialer and my google voice number, as it's cell provider does not serve this area.

I attempted to migrate to google voice, which failed. I tried to revert to hangouts/hangouts dialer, which also failed. I am now without service and need help getting either of these environments going again on this handset.

I tried logging off my google account on the handset's hangout application, uninstalling hangouts dialer (hangouts is pre-installed) and installing google voice as I gather google voice is the preferred solution, however, while google voice does install, it cannot place calls properly on this handset (hear calling party answer and the ringing sound at the same time), cannot retrieve my contact list, issues error messages, and so on.

For these reasons, I uninstalled google voice and re-installed hangouts dialer. When I start hangouts dialer, I no longer see my call history, I cannot place (voice) calls, and when starting, I get a dialog box "We are sorry, but phone calling is temporarily unavailable. Please try again later."

I am now stuck unable to use this handset as I have in prior years, as a WiFi client for google voice.

How can I proceed to troubleshoot or correct the problem? I am happy to use hangouts dialer or google voice client, however, neither are working at this point.

Welcome to Android Central! The phone is quite ancient, and the Android version it's running lost support a while back. It's not surprising that more and more modern apps and services have lost compatibility. Your best bet may be to install a custom ROM for a more recent Android version and see if that works. The forums at XDA-Developers.com would be a good resource for that kind of thing.

In GV settings there is a button for Hangouts calling. Uncheck that. Under making and receiving calls change it to prefer wi-fi and mobile data. See if that works.
