Welcome to Android Central.

Sure there is always a way to roll back to the previous version. Although most of the time it does come at a price like the possibility of losing data and settings.

I would assume your speaking of a device from the Nexus family lineup since they are the only devices officially running Jelly Bean.

Not soon, if not already. My Prime is waiting for the JB update this morning. Says the update is there, but, there seem to be some issues getting it, maybe the servers are bogged down.
