Hangouts app Issues on Legacy 4.4 KitKat

Currently, I have downgraded and own a legacy android (i.e. Kitkat 4.4). You might ask why I would do such a thing since I am computer savvy, attempting to become a developer in the near future, and understand the benefits of what newer operating systems can produce. However, that's a discussion for another forum. My concern is with the hangouts app for andorid of course. I am experiencing issues with the hangouts app not notifying me that I have texts messgaes available nor am I consistently receving calls on my phone. I have gone through the process of successfully linking google voice with the hangouts app to be able to receive calls and texts via the hangouts app. I have the current version of hangouts on my phone. I also have 'receive incoming call and messges' activated in the hangouts app. Therefore, I would like to know is there something I can do to fix these issues or is it a bug within the app that needs fixing. Any support regarding these issues would be greatly appreciate. I use hangouts and voice integration as my only source of communication. No one has my actual mobile number. Therefore, receiving calls and texts are extremely important for me :'(.

I'm assuming you've already tried basic stuff like clearing the app caches for the Hangouts app and Hangouts Dialer app. When you access your Google Voice account on a computer is there any indication of missed calls and texts there?

Hangouts is still really useful but I'd keep a watchful eye on its continued status, just last month texting was removed (that's texting based on mobile phone numbers, Google Voice numbers are still enabled so you're not affected):

As for KitKat, it's still hanging on with an 18% market share of Android users so it's not like you're isolating yourself:
