Hard bricked is when nothing shows up at all and its an indeed brick.
And yes its because of that you didn,t turn s-off so it cant install boot try to extract your CM rom and take out the boot and first flash the rom though recovery and afterwards go into bootloader and press fastboot and go into adb and type this:
Code:
fastboot flash boot boot.img
and you should be good to go!

As noted, you are not hard bricked. If you can get to fastboot you are fine.

Need working fastboot/adb and flash custom recovery via fastboot and then flash Rom as noted above. You can do pretty much everything if you can get to fastboot.

You will need the boot.img in the adb/fastboot folder or point the cmd to where it is located.

How do I flash a rom because I restored my backup on twrp before and I tried again but my data go corrupted because I think I was using an otg cable. I have a ruu file from htc dev but no rom. I was wondering if I can turn s-off in this bricked state.
