Have to pull the battery to get S4 to charge

My daughter's S4 won't charge until you pull the battery and reinsert. Just doing a soft reboot doesn't work. We've tried a bunch of different chargers and it makes no difference. Does anyone know how to fix this?

Welcome to Android Central! Have you tried different charging cables as well? Also, see if this happens in Safe Mode as well: https://support.t-mobile.com/docs/DOC-11724
