I'm having some issues with drivers on Windows 7 64bit. I've tried to use that LG Support tool with Singapore and the phone that was listed and it did not work. I've also tried to manually install them and no dice. What am I doing wrong?

Try reinstalling the drivers again. Sometimes the installer can be a little wonky.

I just posted something on the Gingersnap thread regarding this exact issue and rather than rewriting it I'm going to direct you there :D

Or rather HERE

All I can really add to that is blame microsoft ;)

I'm pretty sure I read that x64 has alot of issues with drivers in regards to that LG tool and with adb. I've even read that Java has trouble with certain processes in x64 (which advanced needs to operate).

GL with it. Last resort, you could use the OTA update and one-click root it, and I'm assuming rooting was your whole purpose?

Yeah x64 has been known to cause issues though I personally have not experienced these.

Interesting, my home premium box is x64 and as long as I remember to boot into the correct mode it seems to work. Had a little bit of issues when I first rooted but I'm willing to blame myself or gremlins on that one as well.

I believe the fix for the issue regarding the USB not being recognized in win-win x64 was a manual registry edit. Then you should be able to have both the LG tool and windows recognize the phone when USB is turned on. It will probably take some research though as I don't have a link for you. Its a long shot but make sure your Java is up to date as well.

EDIT: Just realized that I'm essentially saying the same thing that sblood is saying in the Gingersnap thread. Guess I was on the right track. :)
